AN EMERGENCY ORDINANCE Authorizing the Director of Finance to enter into one or more contracts with Clutch Consulting Group, the Cleveland Mediation Center, and various non-profit organizations for the purpose of developing and implementing direct-to-housing encampment resolution practices to eliminate unsheltered homelessness in the City of Cleveland as part of “A Home for Every Neighbor: A Vision For Housing Our Unsheltered Community” initiative, for the Department of Finance, for a period not to exceed eighteen months.
