An emergency ordinance authorizing the Director of Port Control to solicit proposals from qualified firms to undertake the management, design, and development of aviation and non-aviation related services at selected Department of Port Control or City owned properties and related facilities consistent with the Airport’s Master Plan and to enter into one or more leases or leases by way of concession for a term of thirty years with two ten-year options to renew subject to additional legislative approval.
